Is this suitable for feeding an illuminated mirror in the bathroom from the lighting ring main ( ring main already protected by an rcd) ?

Thank you for contacting Prysmian Group UK Technical Support. We recommend that you consult a qualified electrician who will be able to assess your current installation to determine whether adding an additional load is achievable. We suspect that the bathroom light will be a negligible load, but it is still necessary to ensure that the correct installation practice is used that will prevent the load exceeding the maximum rating of the cable. Please refer to BS7671, "Requirements for Electrical Installations" for further details.

Is this cable suitable for adding an extra light to lighting circuit or do i use the next size down

1.5mm² twin flat cable like this is typically used in modern lighting radial circuits. However potentially there are other related issues around circuit protection and circuit length which come into play. Please consult the wiring regulations and a qualified electrician if in doubt.

Can this size of cable be used to connect an extractor hood (kitchen) to mains ring on a 3amp fused switch?

The lowest current rating for this cable as given in the wiring regulations is 10 amps (in insulated stud wall). All other methods including clipped direct and in plaster are higher. So the answer is yes.
