Does this come with an end cap to protect from rain etc

can you swap the pole round, long/short

i.e remove the pole from bracket and insert long end instead of short. Want it for a very light weather station and need to put it further away from the wall.

Yes you can. Pole is separate from the clamp. Clamp allows for parallel or perpendicular mounting as well.
