No this is an anchor resin (helps to hold bolts in place), it isn't a filler/sealer.
You'd need to opt for a mortar product. Depending on how big a gap you're needing to fill you could use something like 361JP for small gaps, or you'de need 36857 for larger gaps.
If the mortar is degrading then adding a filler wont fix the issue, so you'll be constantly adding repairs.
It might be worth finding out the cause of the issue and addressing this (i.e damp).
