What are the quiescent losses when the transformer is on but not supplying loas

Can you contact the manufacturer please to know what are the quiescent transformer losses when the transformer is connected to the mains but no load is connected to either of the two outputs? No guesses please, only manufacturer’s exact measured data.

Will this be suitable for the CARROLL & MEYNELL PORTABLE STEP-UP TRANSFORMER WITH 2 OUTPUT SOCKETS 3KVA

The yellow 3kVA portable tool transformer is for stepping down from 230V UK 13A socket to 110V CTE 16A sockets. The blue 3kVA Step-up transformer is for changing from 110V up to 230V mains level. Are you wanting to plug one transformer into the other transformer? A socket adaptor may do the same thing, or an isolation transformer 230V in, 230V out.
