No, the pre-set refers to the flow through the valve. This is used for balancing heating systems and would not be suitable for your application. The TRV head senses temperature but of the air in the room not the water in the pipe. TMV's (Thermostatic Mixing Valve) mix hot water (typically around 60 degrees) and cold water to give a temperature controlled warm supply of around 43 degrees (depending on application) to prevent scalding at point of use. Cylinder stats ensure stored hot water is kept at the required max temperature. Any of these valves would need to be fitting in line with the regulations as well as manufacturers instructions.
