Its a raw plug, what can you say?
I have been using these for quite a few years now and have just used them for hanging a kitchen wall unit.
What I do like about them is they can be removed from the wall if you change things around in a year or two without much effort and without having to dig out a big hole. Just screw in an oversize screw a little way and pull with some pliers, out it pops.

I have used Rawl plugs for many years, both as trade and DIY' and can honestly say that they all depend on the right drill into the right material.
Rawl plugs, the original inventor, are as reliable as any other, but must be used correctly. I have never had a problem with them.
