Please advise if the manufacturer advises that the cable should be unwound completely for use?
Some cables overheat when full load is applied and this melts the cable if it's inside the drum.
does this apply with this item?

Any partially wound cable reel has a maximum constant power capacity of 3A (720W), for any device of a higher power than this you would need to completely unwind for the full 13A (3,120W) capacity to be available.
There is a thermal cut-out fitted in the drum to prevent the melting which you have referred to, but if this trips the drum will need to be left for quite some time to cool before it can be reset and power flow restored.
