We have a skylight in our bathroom with plasterboard that has gotten a bit damp and has mould. Would this product seal it? I would like to put something on it that seals it, is this more like a paint or would it be a pernament sealer?

For blocking the mould on the surface you have, we would recommend using Bulls Eye 123+ primer (652JG & 756JG) as this will block the staining from the mould, however the plasterboard does need to be dry with a moisture content of 12% or less. This would be the same for any of our paints or primers.
Once the plasterboard is dry and clean we would recommend using a fungicidal wash in order to kill any remaining spores and allowing this to dry before applying the primer.
Two coats of Bulls Eye 123+ should be applied by brush or roller at a coverage rate of approximately 10m2/L/coat, with a re-coat time of 2 hours. Once this has dried your choice of decorative top coat may be applied, either oil or water based.
