Rad not getting hot / patchy heat?

I fitted this rad at home some time ago and it’s never worked particularly well. It’s fed using a bi- directional central valve. When using the central connections is there a particular side the flow has to come from?

Rad Valve

Hi I fitted one of these a few years back and it requires a special valve. Is this the case with this rad and is the valve included.

Water connections.

Hi. Can you confirm where the water connections are on this radiator, bottom opposite ends or centre. The picture suggests centre but the text appears to suggest BOE. Many thanks
