Do you need to use the TCP hub in order to control with Alexa?

I'm investigating these devices and have found a manual by Googling "TCP-Smart-Instructions-Quick-Start-Home-Living-Radiator-Valve.pdf". It seems from this that you MUST have a TCP Smart hub for this device to work with Alexa or anything else. You only need one TCP Smart Hub per household which will support many valves. The valve has to be in range of a WiFi access point, and the WIFi has to operate on 2.4GHz band - this shouldn't be a problem.

Temperature Range and Sensitivity?
Specification shows temperature range 5 to 15 C - too low for most applications. Picture shows 25 C!
What is the range?
What is the sensitivity - 0.5 C, 1 C - some are plus or minus 2 C - a 4 degree range.
What is the tolerance on this TRV?

The range 5 to 15 degrees is Eco mode which is to stop freezing when you are out of the house for long periods.
