Missing anti-rotation washer

Parts list on instructions says to put the anti-rotational washer (part 3) in - mine did not come with one. Missing part, or incorrect parts list/fitting instructions?

Went to local store which had 1 tap in stock, it also does not have this (part 3) in the box. So either a faulty parts list (or only applicable to some models), or a big batch of these taps missing the part. No definitive answer as yet.
