The point with Arctic Cable is that it is still very flexible down to below freezing point (usually around -10 to -15 Celsius), but as long as you are not trying to bend and flex the cable around in these negative temperatures then it isn't actually necessary.
Due to it being significantly more expensive for a benefit which most users don't require we don't actually use Arctic Cable for any of our extension leads, cable reels etc.
