THESE ARE NOT FIRE RATED
Not entirely sure why these days anyone would sell non fire-rated downlights let alone any Competent Person fit them. Been doing an EICR on a big house which has been fitted top to bottom with these and got tell the householder they dont comply. Beware.

Comply with what? I think you should look at the regulations. Downlights should be fire rated where they disrupt a fire barrier.
eg A ceiling between separate dwellings (flats), or a commercial property and a property where someone is living above.
They don't have to be fire rated within a single property, no matter how many floors, if those ceilings aren't classed as fire barriers.

Outdoor use
Can these be used outdoor as soffit lighting.
