Answer: 
If the stop tap is fitted correctly it should not reduce flow rate. for it to reduce the flow rate it means the stop tap has been installed the wrong way round please check the arrow for the direction of flow.
(When fitted backwards the stop tape restricts the flow of water)

Answer: 
Apparently not, its all operated by the water pressure or lack of it I guess. The switch senses a pressure drop I think and turns the water off, pretty clever Eh! think I'm going to get one for my incoming mains. I have one in the loft to isolate the water tanks and its a doddle to use.
