Yes, you will need a pipe insert in any MDPE or other plastic pipes with this fitting. You could use something like our code 14371 for 25mm MDPE.

MDPE to brass
I have 25mm MDPE pipe coming into the house and currently a screw on stopcock. This is now dripping and I need to change but would prefer something more resilient, ie BRASS.
Can this brass stop cock be used on MDPE ?

having installed this stop tap the system now experiences a whooshing noise of the water running through the pipework when appliances are opened- I understand I have increased the incoming volume of water- I have turned the stop tap back a couple turns-

Does the flow go from the 20mm to the 15mm pipe

Both of the measurements given are internal, the flow enters at 25mm exits at 15mm, so the pipework would need to match.
