The cam locks are under 15 mm diameter. I drill using a 15 mm forstner bit, making sure the point does not come out on the other side. If you have 14.5 mm diameter forstner bit it may fit better. To overcome the fact that the cam locks are a bit loose I size (PVA glue diluted with water) the wholes and let to dry before inserting the cam locks. This makes them a bit tighter.
The position I drill for the Cam locks (from the edge) are;
For the 34 mm Cam dowels, 24 mm from the edge.
For the 45 mm Cam dowels, 34 mm from the edge.
Hole for the screw side of the cam dowels, drill 4.8 mm.
Hole for the flat side of the cam dowels (side where the cam lock is inserted, connecting to cam lock) drill 6.7.
Best thing is to make a sample first, to make sure your cam locks will work properly with these measurements I gave.
